The OPGT safeguards the legal, personal and financial interest of vulnerable Ontarians and their estates. In its fiduciary role, the OPGT is focused on providing legal, financial, trust, and guardianship services to mentally incapable adults who have no one willing or able to act on their behalf, and on managing certain intestate estates in Ontario, and the property of dissolved corporations on behalf of the Crown. The OPGT is also the depository for funds, mortgages and securities which are paid to the Accountant of the Ontario Superior Court of Justice as ordered by a judge or required by law, many of which are trust funds for the benefit of children. The OPGT also protects the public interest by supervising charities and managing cemetery trust accounts. The OPGT administers over $2.8 billion in trust assets. Position description

The mandate of the Investment Advisory Committee includes the following:

  1. To review, advise on, and approve the rates of interest to be paid on money in the hands of the Public Guardian and Trustee.
  2. To provide advice on policies with respect to investments, the appropriate diversification of investments, and the appropriate allocation of funds to a variety of common investment funds.
  3. To review and comment on the results of the management of the OPGT’s investment portfolio, and on the investment strategies of the OPGT’s several investment fund managers.
  4. To provide ongoing general strategic advice on investment strategy, money management, custodial services, market trends, and any other criteria used to guide investment process.

Committee members are accountable to the Public Guardian and Trustee with respect to the advice provided, and to the Attorney General for annual reports of the performance of the Committee’s duties and the exercise of its powers as per s.15 (4) of the Public Guardian and Trustee Act. Members are also accountable for decisions made regarding the approval of interest rates and its decision-making authority is limited to approving the interest rates paid on the fixed income common trust funds administered by the OPGT. All other activities of the Committee are of an advisory nature.

Required skills / Experience

The candidate should be able to demonstrate expertise from the investment, institutional funds management or financial services sector. The ideal candidate will have extensive experience in their respective areas of expertise (generally a minimum of ten years).

Investment Advisory Committee members possess relevant skills across the following areas:

  • Institutional Investment Management
  • Private Wealth Management & Advisory
  • Investment program oversight – experienced in providing strategic advice on investment strategy, investment manager selection, money management, custodial services and market trends and best practices
  • Investments/Financial instruments
  • Asset management principles, including portfolio construction
  • Governance and Risk management
  • Familiarity with the role of a Trustee and Prudent Investor Standard
  • Experience working in, or providing advisory services to a regulatory or government organization
